IGES Y2K bug repair utility
When many popular CAD/CAM product export IGES files, they incorrectly format the header dates.

This utility fixes IGES 5.2 files that contain incorrectly formatted dates. It changes dates formatted as "14Hyyymmdd.hhnnss" to the correct format "13Hyymmdd.hhnnss". It also replaces "**" with "00", which is a less common bug. For more details, see section 2.2.4.2 of the IGES 5.2 specification.
